Common EU policy, national sovereignty

BRUSSELS, March 23 (UPI) -- The future of Europe's energy must respect national sovereignty with regard to energy mix, draft summit conclusions being considered by EU heads of state say.

EUPolitix, which has seen the conclusions, reported Thursday they say any European Union energy policy should be "developed with adequate knowledge and understanding of member states' energy needs and policies... (A European energy policy) should fully respect member states sovereignty over primary energy sources and choice of energy mix."

The emphasis on national sovereignty at the Vienna summit is likely a response to an energy policy paper unveiled earlier this month that called for a "common response," and emphasized the transnational impact of energy choices within the 25-member bloc, and their effect on the energy security of the Union as a whole.

Proposals in the draft conclusions include raising renewable energy use in member states to 15 percent, and considering a target of 8 percent for the use of biofuels.
